    Gender and the achievement of skilled status in the workplace: the case of senior women in the UK Fire & Rescue Service

    This article presents a qualitative study of a hitherto un-researched group, women leaders within the UK Fire & Rescue Service (FRS). The process of modernising the FRS has increased expectations of workforce diversification and of women more easily entering and progressing within the organisation. Here, however, participants’ commentary testifies to the difficulties women faced in being recognised as skilled workers in this context; achieving recognition for both physical and non-physical skills remained a contested process, and one that was not eased by promotion. Participants identified the heightened visibility that accompanied leadership as especially problematic, following a period of gender dimming and assimilation that many had undergone as marginal workers, and had undergone to maximize the chances of being recognised as skilled workers. The findings suggest that some new elements of the modernising FRS culture are less successful than they might be at supporting senior women

    This paper constructs a hypothetical case study based around the Benchmark Land Value assessments within the landmark Parkhurst Road, London case decided in the High Court in April 2018. It attempts to illustrate how developers were gaming the system and how the 2014 Planning Practice Guidance aided them to do that. The discussion centres on the extent to which new 2018 National Planning Guidance has addressed the identified flaws and what additional changes might be needed to that guidance to solve any outstanding problems

    ‘The object is to change the heart and soul’: Financial incentives, planning and opposition to new housebuilding in England

In 2014 the UK government announced plans to reduce opposition to housing development by making a direct payment to households in England. 1 This was part of a wider experiment with behavioural economics and financial inducements in planning policy. In this paper, we explore this proposal, named ‘Development Benefits’, arguing it offers important insights into how the governing rationality of neoliberalism attempts to govern both planning and opposition to development by replacing political debate with a depoliticised economic rationality. Drawing on householder and key player responses to the Development Benefits proposal we highlight significant levels of principled objection to the replacement of traditional forms of planning reason with financial logics. The paper therefore contributes to understandings of planning as a site of ongoing resistance to neoliberal rationalities. We conclude by questioning whether Development Benefits represent a particular strand of ‘late neoliberal’ governmentality, exploring the potential for an alternative planning rationality to contest the narrow marketisation of planning ideas and practices

Any other use of these PDF files is subject to reprint fees.In the future, increasing pressure will inevitably be placed on the spatial planning system to improve its consideration of water management issues. Emerging challenges include designing for climatic extremes, reducing flood risk, managing increasingly scarce water resources and improving water quality. These issues need to be balanced with a range of other spatial planning priorities and objectives, including meeting new housing needs, facilitating economic growth, and creating and maintaining quality places. The sheer complexity of the issues surrounding water management and the impacts upon spatial planning mean that partnership working is essential to achieve an integrated approach. Planners need the expertise, and crucially the understanding, of engineers and hydrologists. However, there can be considerable misunderstanding and miscommunication between disciplines, often concerning the institutional context in which the various parties operate. A plethora of policies, tools and assessments exist, which can make integrated water management an overwhelming prospect for the planner. This paper attempts to identify and address some of the issues faced, as well as examining how planners embed hydrological issues in decision making and how engineers could better facilitate this

    New localism, old retrenchment: the Big Society, housing policy and the politics of housing reform

    This article considers the ideology underpinning the 2010 UK Government’s welfare reform agenda in order to foreground what we see as the contradictions of new localism and the ‘Big Society’ programme as it relates to housing policy. The article has three sections. It begins by discussing some of the methodological challenges that arise in interpreting contemporary policy and the value of an historically informed approach to understand the wider ‘politics’ underpinning the ‘Big Society’ programme. To support our argument, the second part of the article traces the ‘localist’ agenda (mainly focused on England and Wales) back from the 1960s to the defeat of Labour in the 2010 general election to show how both Conservative and Labour administrations deployed localism as a justification for welfare reform and in the process created opportunities to extend the marketisation of social policy. The third section of the article considers the contemporary period, in particular reforms presented to parliament in 2011 that, if enacted, will provide new avenues for powerful interest groups to influence decisions that hitherto have been mainly the preserve of local government. The conclusion provides a summary of the key policy implications and theoretical issues that arise from the analysis

In the UK all new schools and domestic buildings are required to be ‘zero-carbon’ from 2016. Schools are seen as community centres of activity and learning by local authorities, as such there is an emphasis to make schools exemplar buildings within the community and demonstrate best practice with regards to low and zero-carbon design. This paper focuses on what are the pertinent drivers and obstacles to low carbon school design based upon literature review and a survey of experts in the field. We find that more barriers are identified than drivers for low carbon design, with the greatest drivers being legislation, environmental concerns and running costs. The greatest barriers were identified as increased equipment in modern schools, complexity of building systems and the perceived extra cost of low carbon design and technologies. It is suggested that most barriers could be overcome by improving communication between the design team, client and end users, and that truly integrated design teams are the key to mainstream low carbon school design.Devon County Council (as part of the Montgomery School project

    Participatory Augering: A methodology for challenging perceptions of archaeology and landscape change

    Public engagement is a significant feature of twenty-first-century archaeological practice. While more diverse audiences are connecting with the discipline in a multitude of ways, public perceptions of archaeology are still marred by stereotypes. Community excavations of ‘sites’ to discover ‘treasures’ which tell us about the ‘past’ overshadow other forms of public research output and hinder the potential of the discipline to contribute to contemporary society more widely. This paper proposes participatory augering as an active public engagement method that challenges assumptions about the nature of archaeological practice by focusing on interpretation at a landscape-scale. Through exploration of recent participatory augering research by the REFIT Project and Environmental Archaeologist Mike Allen, this paper demonstrates how the public can contribute to active archaeological research by exploring narratives of landscape change. Evaluation of the existing case studies reflects the potential of the approach to engage audiences with new archaeological methods and narratives which have the potential to transform perceptions of the discipline and, through knowledge exchange, drive community-led contributions to contemporary landscape management
